Electing Convention

2018 Special Electing Convention

A special electing convention for the sole purpose of electing the next Bishop of Bethlehem will be held Saturday, April 28th at the Cathedral Church of the Nativity, 321 Wyandotte Street, Convention will begin at 10am and include celebration of eucharist, election of the ninth bishop of the diocese and lunch. There is no fee for this event.

Rules of Order for Special Electing Convention

  • Registration and Check-in times: April 28th, 8:30 a.m.-9:45 a.m. and 11:00 a.m.-11:15 a.m.
  • No Clergy or Lay Delegate who has failed to register, check-in, and receive credentials prior to the convening of the Convention will be permitted to vote on the first ballot.
  • The report on Credentials will include the number of Clergy and Lay Delegates represented in the Convention in accordance with the Constitution and Canons of the Diocese of Bethlehem.
  • The President of the Standing Committee or his desingee will place the names of both Nominees into nomination. 
No Nominees will be received from the Convention floor.
  • Nominating speeches, seconding speeches, and floor discussion regarding the candidates are not permitted.
  • Only registered Clergy and Lay Delegates with approved credentials will be permitted in the Voting section of the Cathedral. No proxy voting will be permitted. Clergy and Lay Delegates must be present to vote.
  • Random lot shall determine the ballot position of each nominee. Once determined, the ballot position will remain the same throughout.
  • Validity of Ballots
    • Valid Ballot: A valid ballot shows a single vote and has none of the characteristics of an ‘Invalid Ballot’ as described below.
    • Invalid Ballot: An invalid ballot is a ballot with more than one vote; less than one vote; folded, torn, or otherwise damaged ballot; ballot not marked with a number 2 pencil; ballot with extra writing; ballot with boxes filled other than box 5 or box 20; boxes filled with X or check marks.
    • If, after application of the criteria above, the validity of a ballot is in question, the Bishop shall decide the matter after consultation with the Chancellor.
  • Convention Notification of Results: Once the Judges of Election have certified the results of a ballot, they will notify the Bishop and the President of the Standing Committee. The nominees will be notified of the results of the ballot. When the Bishop is satisfied that the nominees have been notified, the results will be reported to the Convention.
  • An Election occurs when the conditions of Article XI of the Constitution of the Diocese of Bethlehem are met.
  • All Clergy and Lay Delegates shall sign the Testimonial of Election following the election.
  • In the event that no election occurs by 4:00 p.m. on April 28, the Standing Committee, in consultation with the Bishop, shall make a recommendation to the Convention about how to proceed. The Convention shall make the final determination on this matter.
